The IBM i Access Client Solutions 5250 emulator supports many different programming interfaces, including Host Access Beans for Java and HACL Java. In addition to supporting Java-based programming interfaces, applications that were previously written to use industry-standard EHLLAPI and PCSAPI interfaces can also work with the IBM i Access Client Solutions 5250 emulator. Using these interfaces requires some extra setup. This document explains the steps you need to take in order to use EHLLAPI and PCSAPI with IBM i Access Client Solutions.

That's true, with iACS IBM split off the Data Access components into a separate Windows installer. That does not include the PC5250 DLL's however.

Making an assumption that you might mean the OLEDB and/or the ODBC DLLs. At the ESS site is a download for (I recall) what is call "windows component". I believe this contains the windows code that is in the base install.
