I have seen in the past where iSeries Access Gives and CWBxxxxx and RC4
because the JOBD is missing/hosed or what ever. Sorry I don't remember the
exact CWBxxxxx message. If that is the case Telnet etc works fine. Just a
shot in the dark.

A device varied off by the system for invalid passwords will not vary
on automatically.

It really sounds like your problem is PC firewall software. It can
allow/block by program, not just port, which could explain CWPING
working but the emulator failing.
