Unlikely. More likely is a translation error.

Translating *ALL help text on working with libraries, "Enter *ALL to show the list of all libraries. The list is sorted alphabetically on the project name."

Translating *ALLUSR help text on working with libraries, "Enter *ALLUSR to show all libraries including the user libraries." That should surely be the text for *ALL ?

The French (from language 2928):

*ALL
Entrez *ALL pour afficher la liste de toutes les bibliothèques. Le
tri s'effectue alphabétiquement par nom de projet.

*ALLUSR
Entrez *ALLUSR pour afficher la liste de toutes les bibliothèques, y
compris les bibliothèques utilisateur. Elles apparaissent par ordre
alphabétique.

The English (from language 2924):

*ALL
Type *ALL to display a list of all libraries. This list is sorted
alphabetically by library name.

*ALLUSR
Type *ALLUSR to display a list of all user libraries and
user-defined libraries. This list is displayed alphabetically by
library name.

The French translation seems a little confused.
