On a much smaller scale I've been in a meeting before where the manager made a point of saying that estimates for programming projects wouldn't be provided to clients until a programmer has analyzed the specs. Next topic: He asked a programmer to provide a time estimate and the programmer hadn't seen the specs yet; just had a general idea of the concept. I was confused: Should I laugh or should I cry?
