I think a large part of the problem is that management wouldn't OK an
estimate that was accurate. I despise estimating anyway, but then
management says, "That's too much, cut it in half" ... So you do, but it
still takes (at least) as long as the initial estimate...

Does anyone actually know of a large development that actually came in
on time and within budget? We read so many times that this or that
project has been abandoned after over running the projected plan by 5
years and $20 squillion overspend. (Look at the Wembly stadium rebuild
tho granted not a computer project) There must be one somewhere, mustn't
there?

Now they, like hundreds of others before them, will spend millions of
dollars (and that's just the budget over-runs!) lining the pockets of
consultants and many many years trying to convert to a
Windows/Oracle/Whatever "solution" instead of having started evolving
what they have fifteen years ago.

Glad it's the U.S. Taxpayers money and not mine that will be wasted
<grin>
