I think a large part of the problem is that management wouldn't OK an estimate that was accurate. I despise estimating anyway, but then management says, "That's too much, cut it in half" ... Steve Now they, like hundreds of others before them, will spend millions of dollars (and that's just the budget over-runs!) lining the pockets of consultants and many many years trying to convert to a Windows/Oracle/Whatever "solution" instead of having started evolving what they have fifteen years ago.
