How long before a full-suite of Web-based replacement applications are
available, and how long can they hobble along on old hardware and
unsupported OS releases?

What's interesting about this statement is that to date the USDA has been
able to project their development efforts to last decades.  As soon as they
adopt Java or Microsoft they will be looking to have their software
supported up to 8 years (probably more like 5 years) but that is a WAG.
What a wakeup call they are going to have if they go that route.  This is
where RPG on the iSeries would make a great fit IMO.  Though they probably
wouldn't want to build their next generation app with green screens as that
isn't what the next round of users is comfortable with.  So I will change my
statement to RPG on the iSeries coupled with IBM's yet to be released native
GUI - this would be a killer enterprise system/architecture IMO.
