I'd say it another way, I should be able to easily and efficiently do
everything I need to with the mouse and minimal use of the keyboard.
Alternately I should be able to do everything I need to easily and
efficiently with the keyboard with minimal use of the mouse. IMHO that's
a well designed application. But intermixing both so I am always moving
between them is what frustrates me.

I will say that I have discovered people who have no idea what the
keyboard capabilities are of a GUI application. They will click to move
between keyboard required fields instead of using the tab key for
example.
