Just few suggestions:

If the reports are few and fixed (a fixed header, body a
footer) overlay is the right choice.

If they are not fixed and you cannot modify the source just
take a look of the AFP utilities,  can convert SCS spool to
graphic quite easly.

If not fixed and you are willing to change your programs
consider using DDS keywords like Box, Lines, Font, Shade.

If you need more sophisitcated documents (with paragraph,
word wrapping, colors(??), graphics and so on) consider the
AFP toolbox.

Some consideraion:

Infoprint server is more powerfull if compare with Host
Print Transform, it accepts 32bits colors overlay or page
segment.

Shading: if you also print directly from the system to a
printer (IPDS) remember that printer microcode can reject
it.
