It not that it wasn't saved, it's that it wasn't saved with the SAV command.

SAV /QSYS.LIB/MYLIB.LIB

and 

SAVLIB LIB(MYLIB)

Do exactly the same thing.  In either case the exact same bits end up on the
tape.  The only reason /QSYS.LIB/* is omitted from the SAV command is that
the info's already been saved.  There's no need to have it on the tape
twice.
