For the sake of the archives, this problem has been resolved.  With the
generous assistance of Scott I., it was tracked down to a Configuration list
on the dev machine.  After the prod machine was removed from this list, all
is well.

system.  You have the mode which should be the same on each system.  Then
you have the local/remote location name, which is referenced in both your
communications configuration and as a parameter on your SAVRSTLIB command.

Can you list these things out for each system?

Local location name (from DSPNETA)
Local control point (from DSPNETA)
APPC Controller name
Remote control point name (from controller description)
APPC Device name
Remote location name (from device description)
Local location name (from device description)
Mode (from device description)
Remote location name (given when executing command)

Also verify that your mode description is the same for both systems.

If you go through this exercise, something may jump out at you.  Something
somewhere isn't matching.
