Yes, QCTL is running. However if you do a WRKACTJOB you will see that off to the far right of the subsystem name the status of the subsystem itself is END. When it is in this status you CANNOT submit jobs to any job queue associated with this subsystem and expect them to actually run. Trust me, I've had people bring the system into restricted state and then just start the other subsystems, vary on lines, etc when they were done. I've made it part of our standard downtime procedures to check this out. Granted, you can do a STRSBS QCTL to bring it out of END. But that will start a bunch of other stuff. Frankly we never do a STRSBS of QCTL. We get it that far, we're going to do an IPL.
