Qctl subsystem is actually not running but waiting for the last job to end.
You cannot start any new jobs in Qctl until you start Qctl, but that will
start your whole system backup.

I think QCTL is still running when you do an ENDSBS *ALL. That's known as
bringing the system into a restricted state.
