eureka! the ipl display says it is looking for the tape device, then after
about 10 minutes it prompts for the next volume.  The responses are either
continue or cancel.  Once the continue option is selected, the system then
says it is looking for the optical device and the problem is solved.

Your configuration is appropriate.  The #2748 will support your DASD, one
CD-ROM, and one internal tape drive.  So all appears to be well on that
front.

Deleting the hardware reference to the old 25 GB internal QIC drive may
help, or you could install your new 4 GB drive and let the new
description take effect.

Regardless of the above, you still should be able to boot from CD.
Kirk's suggestion that you make sure that you wait a very long time is a
good one.
