There are packages available - some cheap, some not - 
Brad Stone has one that will do this as PDF docs, then you
keep your page breaks.

We purchased a different package that only creates PDF files,
and then did some things in-house to e-mail those (most packages
will do it all for you) It just depends on your budget and how 
much you want to do in-house.  

If you are "really" ambitious, and depending on your OS level,
you could even create your spool files as PDF docs right out of
the gate.  (I am most likely off on this, but I believe it became
available on V5R1 with AFPDS/psf400 "bundle" - I have not used, or
looked into yet, too short of time, and no urgent need so I could 
have even mis-understood what feature needs to be installed for
this to work, but I do recall reading about it)
