Okay, folks.  Problem resolved.

Mark Waterbury told me to manually install rather than use the automatic
install.  I did, and suddenly the system wanted to read all the disks.  Once
that happened, it installed everything and the system came up fine.

The cume has a problem; MF27247 is superseded by MF28114, and so cannot
load.  However, MF28114 is not on my machine, so I don't know what to do.  I
just IPLed and left it at that for now.

PSC/400 is running fine, which means WebSphere 35SE is also running fine.
