If your system was running "5 minutes prior", then an IPL wasn't possible and the system value was simply reset to *NONE when the time passed. Note that "IPL" is only the startup side of things, separate from the power-down side. Without a corresponding PWRDWNSYS, an IPL can't happen. See the Work Management guide for details.
