With all due respect the system value may be changed, and you do not need to do GO POWER. GO POWER was added as an easier way to change this system value as a part of "Operational Assistant" in V2R1. Unfortunately, the PWRDWNSYS command and GO POWER know nothing about each other which is *BRAINDEAD. So if you use GO POWER to power on, and the PWRDWNSYS command to power down, you must first execute the CHGPWRSCDE *TODAY command prior to the powerdown. IBM calls this "working as designed". I call it a "bad design". It's been "working as designed" since V2R1, and IMHO, it still needs to be fixed.
