The system you are using runs the rules on the PC, so there is no way to do
it unless ATT provides the option somewhere in their server configuration,
which they probably do not.  You should see if they have a browser
interface to your mail box, because

A)  It might contain rules that will run on their server.
B) You could at least delete all of the message without downloading them.

Most ISP's offer browser-based access to your mail now.

Maybe I'm especially dense today. I don't run my own server. I dial into
somebody's server (ATTGLOBAL's it turns out). Tell my how I can
instruct that server to NOT send me a given message over a slow
phone line. Right now, I have message rules, but they sit on MY PC,
so I have to get a message over the line before I can delete it, right?
Getting 400 junk "vacation" messages takes a LONG time and the
meter is ticking. Please tell me that there is a magic trick that will take
care of this (and don't say: use other software, use other provider,
write your own programs, etc) and I'll stop whining.
