If the original question was refering to the system part of the library list, 
you are absolutly right. As for the why part, I can give you an example from my 
location: We support multilingual users. To use a secondary language for a 
user, we must change the system part of the library list for that user (put 
QSYSxxxx in front of the regular QSYS).
