A bit of clarification here. There are two portions to the library list, the "system library list" (IBM default is QSYS, QSYS2, QHLPSYS, QUSRSYS), and the "user library list" (IBM default QGPL, QTEMP). IBM's intention is that you would only mess with the user portion. CHGLIBL changes the user portion, CHGSYSLIBL changes the system portion. CHGSYSLIBL is a very dangerous command, and as such is shipped with public authority *EXCLUDE. My comments as to the job description only relate to the user portion.
