Short answer: yes

longer (and more usefull): The library list of a user is established by its 
JOBD. You are probably using the default jobd QDFTJOBD. To have a different 
library list for some users, create a new jobd (mayby by copying from 
QDFTJOBD), modify it as you see fit and then assign your users to it.
