Look into IBM's Partners in Development (PID). They have a website. Try starting here: http://www.as400.ibm.com/developer/ I believe you still get 50% discount on hardware and free software. We are IBM Business partners (IRA) and we can get a 1% per month lease on hardware and free software. For example, if 270 hardware is $25000, we pay $250 month. That's a deal.
