Somebody please correct me if I'm wrong, but it's been my understanding that upgrade paths have little to do with anything other than marketing.  When we upgraded our 530 to a 650 we retained the serial number and a few network cards and controllers.  There are no technical criteria for a model's upgrade path..  I believe that there's no good reason for the limitation.  IBM defines upgrade paths based on how they want to price the AS/400.
