There is a gotcha. There are some nasty order codes for upgrade which will
make system "half-installed" when shipped.
But in any case you should be able to install system as new from
instalation CDs/tapes

Relax, you can certainly restore any library saved on any earlier version
of OS/400 (well, there are some exceptions, related to observability, for
example, when moving programs from CISC releases, but this probably not
your case).
Upgrade roadmap is designed to help you migrate your entire environment to
a new system - not only data and program libraries, but also security
settings, user profiles, communication configuration etc.
If you only need to move data, then go ahead - create necessary user
profiles and do your restores...

This is crazy!  I've ordered a brand new 270.  I don't want to migrate
anything over EXCEPT my user program and data libraries.  Why do I have to
go through a 100 page roadmap and 270 page software installation guide?

I should just be able to turn on the 270, and do RSTLIB's.  Why is this
process so difficult?  My source 400 is on V4R4.   Why can't a 270 that has
V4R5 just restore previous libraries?

If I want to restore a customers tape from V4R2, I can't?!?

There has got to be support for restoring customer data from previous
releases in V4R5!
