It's easy.  Just create a logical file with the same fields as what you'd
have if you internally described the s/36 files.  The important thing is to
define the packed fields as packed in the DDS.  Then copy the s/36 files
into the newly defined database files.

If you're using client access to transfer them, just be sure to translate
the packed fields... I think it's a check box somewhere that says
CCSID=65335 or something like that (I'm at home now... I don't remember this
precisely)  Just make sure that is checked, and everything should work fine.
Oh, for the downloaded PC file, choose comma delimited or the Excel 5
format.
