My best guess would be that they don't have authority to *USE the job's 
user profile. At any rate, the joblog of the job that receives the error 
should contain some diagnostic information that will point you in the right 
direction. Once a job has ended, its printed joblog is just another report. 
The rules for who can view which report depend on how the output queue is 
set up, but generally, with *SPLCTL, you can view anything on an output queue.
