The programmer has to have equivalent or higher authority than the
user profile the job is running under in order to view the log.  For
example, a job running under QSECOFR cannot be viewed by QPGMR.  What
I did was create a new command, DSPANYLOG.  This command prompts and
accepts the same parameters as DSPJOBLOG.  The CL program attached to
the new command accepts the parameters and does a DSPJOBLOG with the
same values.  The CL program is owned by and adopts QSECOFR authority.
