There really is no need for skills testing. Even if the perfect acid test was developed, the programmers that could pass it would never be hired. They would be asking for too much salary, education, and benifits.(because they are smart)Or they would be clearly better than the interviewer and too much of a threat. In any case he/she is not hired. For the most part if people have worked elseware for a reasonable amount of time, at a reasonable salary, then that's how good they are. No better, no worse. It takes time to be exposed to business problems and solutions. If you're asking for 1 - 3 yrs or 3 - 5 yrs experiance expect a lot of initial hand holding not matter how good they talk or how good the resume looks.
