I don't know about RMTCMD, but I had a similar problem with file downloads. 
As long as file download was active in client access, anyone regardless of 
AS/400 security could download any file from the AS/400. Cute right. There 
was a CL exit program workaround on the IBM site. Basically it was a CL that 
checked the jobs user id and and returned an to client access to cancel the 
request. You may want to check it out.
