While the CE's action's are certainly unacceptable, I would also suggest keeping the AS/400 key in a position (Secure?) that disallows a power down from the front panel, and also not having any IBM userid with a password the CE would know (for example, QSRV with a password of QSRV). Our CE was just out doing some Y2K checking, but I don't think this had anything to do with Service Director 'calling' him. He was out checking some power cords, and what release of SD we had. IMHO, the benefits of Service Director far outweigh the risk of this happening again, since you can prevent it from happening again. (Have you or the client contacted this CE's manager?) To make matters worse, he couldn't get it back up and had to call for support. He then left before he had it back up stating he would be back the next week (this was a Friday).
