I've been exposed to two models: 1. Project manager has been coding all along; is familiar with code, the problem and the business. Leader spends more time coding than managing, and the paperwork falls through the cracks. 2. Project manager was a professional manager all along; not familiar with the code, problem or even the business. Called on to lend her rusty skills to the work effort, writes obsolete, hard to maintain code and helps drag the project out even longer. Given a preference, I'd take #1. In Utopia, we'd have a technical lead who would perform the programming and a manager to keep the staff organised. In reality, it seems that managers must divide their time between two chores; both tasks losing something in the process.
