Should not need a routing entry, add a device name entry into the new sbs
for QPADEV*, I believe the the cmd is ADDWSE, see below.

I think you will need to start sbs MIS in your startup program otherwise if
another interactive sbs starts, the devices will be alocated there.  You can
also do a TFRJOB to the new SBS in the user's initial program.
