Why not use the User portion of the job?  If the User is on the Magic List,
do a TFRJOB to the new jobq?  (I assume it's a simple task for you to
identify the programmers out of a bunch of other users).

The program can be quite simple (code provided As Is without any warranty
expressed or implied; it's up to you to compile and test to make sure it
meets your needs.  etc. etc.)(and I may have left something out):


        PGM

        DCL &USER *CHAR 10

        RTVJOBA USER(&USER)
        IF (&USER *EQ 'FREDPGMR') THEN TFRJOB MISINTER

        ENDPGM
