For backups, you might consider a product like BRMS (Backup & Recovery Management System) or ROBOT/Save. I happen to know the latter a little. One thing it can do is set up a rotating SAVCHGOBJ, balanced according to library sizes. BRMS (from IBM) may have that, too.
