Controlling STRIDXMON job.

Does anyone know how to control which subsystem the monitor job for
STRIDXMON goes into?

If QPGMR is active it runs there but if not then it seems to go into
QPGMR. I would like to control this so it doesn't mess up a customer's
workload balances.
