The AS/400 gives him the vehicle, right now. Does he need a reliable server that is secure? The AS/400 does that, right now. Art, all that the MIS guy wants to do is there, now, in the AS/400. The most reliable hardware on the planet, a proven firewall, a software system that is _proven_ in the client's own shop, the facility to begin doing some client/server (which you really do want to do, but at a controlled pace, with Delphi, or VRPG, or VB, or Obsydian, or any of a number of first rate products out there.) Art, the AS/400 in fact does all that he wants to do.
