Most of the S/38 stuff comes over cleanly to be AS/400 native.

The CVTCLSRC command does a fairly good job with CL code, and in cases where it can be unsure (e.g.: OPNQRYF) it comments problems sufficiently.

There is a TAATOOL (yes, I know) which was in the older free tools called CVTDDSSRC. Also, if you don't need new function, working in the S/38E is ok. It has virtually no performance degradation.
