Pete is 100% correct (I'm sure no one is surprised).  I tinkered with this
quite a bit several years ago.  In a single format/single based-on member
logical this can be very useful.  In a join logical file, one has to be 
_very_ careful how one uses it, as it's very easy to have multiple logical
records which report the same relative record number, when a single record in
the primary file joins to multiple records in one or more joined files.  This
can also occur if a logical member is scoped over two or more physical
members.
