We are on IFM now, but when we were on Accounting Management, I had this problem all the time. Deleting the records are OK provided they truly were for last year and the users don't need them because they made adjusting journal entries last year to adjust for the "missing" transactions. It was my experience that these orphaned records were due to the user keying a posting date of a month prior to the current month and the closing would not pick them up leaving them stranded in TEMGEN forever. If the transactions are truly for this year, you may need to change the year and let them post. The users need to make this decision. Sometimes the users key in the wrong posting date and mapics allows it.
