The consistency falls under SAA - Standard Application Architecture.

Every software suffers from this problem, like any other standard, it's 
more of a goal.
I can't even begin to tell you how many inconsistencies there are in MS 
Office, even today under XP.
Don't even get me started about Outlook!

I don't worry about it, because I know my OWN software is deficient.

hmmm, I wonder if Apple's standards prevail?  Probably.
