In the 1980's I worked for Blanke Plastic Company, so I think I am familar with 
what you are attempting to do.  The Surcharge function in COM is not designed 
to handle what you would like to do.  I needs to be completely redesigned as it 
is not flexiable enough for "real world" useage for most industries.  

Have you looked to see if there is a User Exit you could use to write your own 
program?  This would provide the most flexiablity in getting the surcharge 
function you are looking for if you don't want to key it in manually.
