to get started, grab the tarball from
     http://klement.dstorm.net/tn5250-0.16.3w.tar.gz

Use winzip or similar tool to unzip it.   Inside that package is a "win32"
directory, that contains all of the Windows-specific stuff.

There's a free (open-source) compiler that we've been using for this
project called MinGW.

In that Win32 directory there is a file called "README.txt" which explains
where to get the compiler and other dependencies, and how to build
everything.   (Make sure you look at the README.txt in the Win32
directory, and not one of the other README's)

I'm also working on a "setup" type of that will be used to install a
precompiled version of tn5250 on Windows systems, for non-developers.
I haven't finished that yet, though.

The web site will be updated to mention Windows etc once an "official
release" has been made that includes the Windows code.  (The Windows stuff
is new)  The biggest barrier to making a Windows release right now is
the lack of documentation for Windows users, which I am also working on.
