Solved:
First make sure the downloaded and expanded JRE/JDK is in a directory that
can be found at boot time. IE: "C:\java\....."
Then make sure to add the JAVA_HOME and/or JRE_HOME environment variables
Then make sure to alter the PATH environment variable to include the java
directory.
Reboot
Now the "java -version" will work.

Antivirus software, maybe? Maybe windows is asking if it's OK to run the
program?
