The reason I say it needs to use Java is because this needs to run on the iSeries - which doesn't necessarily mean I NEED Java, but that would be the best for my scenario :-) I know of a whole slew of tooling that could run on Windows to do this, but strictly on the iSeries I have not had to do this before.
