Paul I run WDSC on a 2Ghz P4 with 1GB of ram and don't experience those problems. WDSC needs memory, the more the better. I have also run it on a 600Mhz with 256mb of Ram, it works, but its slow, and it occasionally crashes. Hot Code replace does not always work. It usually works if you change code in a method.
