I just had that happen to me yesterday as well.

Windows 2000, WDT V5R1.  Sp4, I think.

Here's some feedback:

Sometimes when editing a source file on the host with
CODE, after closing the editor the STRCODE job still
has a lock on the member.  I can reopen it in CODE but
not in SEU.  The only way I've found to get rid of the
lock is to end the STRCODE server and signoff.
