We have the same issue.  We write applications using MAPICS files.  MAPICS
files are always CCSID = 65535.  However, any new files we create are
created with CCSID = 37.  When we need to access a MAPICS file in VARPG, we
change the CCSID to 37.  We have never had a problem in MAPICS because of
this change.
