It may be BPCS version specific, but in addition to the data area that corresponds to Pop-Up Menu Option-1 to control *JOBD choices for the *WorkStation mainly used for what printer by user, there are BPCS batches in which several users can be doing say JIT600 or ORD500 at the same time, and the way BPCS keeps straight which input from which user is by that unique Work Station identity and a few letters in front, which means your Work Station names need to be no more than 7-8 characters in length, because otherwise BPCS will construct something with 2-3 letters in front, then 1st 7-8 characters of Work Station names which may end in unique digits that got stripped off. This batch naming ends up in data areas and file members.

To alleviate your concerns with the IP Address I would recommend that you switch your Citrix environment to a VPN environment. A VPN environment would permit each client to have their own IP address via DHCP settings of the ISP.
