Won't changing the system values for

QINACTITV to, say, 5 minutes

and

QINACTMSGQ to *DSCJOB

do what you want?

If they get disconnected whilst on the phone, etc., it only takes a second to
sign back on again.

I cannot think how you would disconnect all terminals, except by ending a
subsystem and that would end the jobs rather than disconnect them. The DSCJOB
command can only be used to disconnect a single job as far as I am aware.
