It's all a little hazy right now, but there is a system value that allows you 
to specify an inactivity message (QINACTIVMSGQ or something similar). It will 
receive a message each time there is no activity for the length of time 
specified by the inactivity time system value (QINACTIVITV??). Anyway, you can 
get the user ID, and job name from the message data and either disconnect the 
job or allow it to continue. Sorry I can't be a little more specific. I hope 
this gets you started.
